Stanlow is a large petrochemical manufacturing site with 5 Production Units (PU) contributing to a 12 million tonnes per year throughput and one of the largest road distribution terminals in NW Europe.
A broad range of occupational health hazards require management and control to prevent harm and ill health to the people who work at the site. This includes chemical (substances hazardous to health), physical (noise, heat, vibration, radiation etc.), biological (bacteria etc.), psychological (stress) and ergonomic (manual handling, human factors etc.). It is expected that the incumbent will personally execute a large proportion of the work required to achieve outstanding OH performance and will liaise with other medical professionals on site on Occupational Hygiene issues to provide an integrated approach to the management of health at work.
The incumbent will provide professional occupational hygiene advice and support to personnel at all levels on the Stanlow Site and provide the Stanlow Leadership Team with the necessary advice, guidance and implementation plans to meet both current and future statutory and company requirements.
Deliver agreed services using standardised tools and processes.
Develop and implement a wide range of Occupational Hygiene activities aimed at achieving outstanding OH performance.
Provide guidance on occupational hygiene for Stanlow Manufacturing Complex, such as hygiene monitoring strategies and methodology. Conduct hygiene monitoring e.g. noise and chemical monitoring.
Analyse trends from the site monitoring programmes, review learning and develop improvement action plans. Ensure implementation of these action plans within the production and support units.
Provide information, technical expertise and advice in formulation of policies, standards and guides
Lead the Health Risk Assessment (HRA) process, conduct audits and review of HRAs.
Provide health risk assessment input into new projects and plant changes.
Participate in HSE inspections, audits and committees.
Lead OH incident investigations.
Prepare and deliver OH training courses, e.g. on COSHH, Asbestos awareness, Manual Handling, Health Risk Assessment etc., to staff.
Ensure implementation of the Health standards from the HSE Control Framework and related company standards and processes in a cost-effective manner.
Develop and implement the health procedures of the HSE MS, in line with Group and Legislative requirements.
Assure quality of external hygiene consultancy and analysis services.
Provide specific OH input for turnaround plans to identify high risk activities and define the necessary controls.
Contribute to companies strategic success by leading the company to achieve world class performance with regards to health/hygiene matters.
Assure consistent and sustained implementation of the HSE Control Framework and industry standards.
Contribute to the review of the Health content of the Stanlow HSE MS, which is due for a major overhaul in 2012.
Maintain an overview of health surveillance and monitoring programmes and other assurance activities, ensuring that improvement action plans, aligned with the outcomes, are progressed.
Help to maintain effective relationships with Regulators in the Health & Safety Executive and Environment Agency
Knowledge and Experience
Significant experience as an occupational hygienist, preferably in the oil and gas industry.
A minimum formal qualification in occupational hygiene such as the Certificate of Operational Competence in Occupational Hygiene. The successful candidate will be required to achieve the Diploma of Professional Competence in Occupational Hygiene.
A broad technical/scientific background is required.
Experience advising management on occupational hygiene requirements in line with business needs and priorities.
Experience managing hygiene related projects including supervision of hygiene work by contractors.
Good understanding of UK legislative requirements.
