Job Summary
Management of commercial team responsible for production of Providers Works Schemes, stage 1b (Scheme Scoping), Initial Target Prices and Final Targets Prices in line with the schedule of rates for the ASC contract and operating in accordance with the contract. Ensure client reporting requirements are met and work is carried out in accordance with documented processes and procedures. Reports to: Commercial Manager Schemes Responsible for: Lead QS, QS & Assistant QS

· Oversee on adjudication of Sub-Contractor tender submissions for comparison against estimated allowances within sample schemes
· Receive, and be responsible for the verification, certification of payments to subcontractors on schemes, and ensuring Subcontract Final Account Statements are signed off as appropriate.
· Prepare and submit early warning notices, calculation, and submission of quotations to HA, and agreement of all scheme Compensation Events in line with Contract timescales and as required.
· Ongoing and timely completion of schemes Early Warning / Compensation Register.
· Prepare monthly valuation reports, monitoring actual cost against target price/budget.
· Prepare financial reports on out-turn costs of schemes
· Completion of scheme PCCR reports within the contract requirement timescales and timely final accounting of schemes on Highstone system.
· Ongoing and timely completion of Activity Benchmark Sheets for onward submission to Highways England.
· Ongoing and timely completion of SPS schemes Pain Gain schedule,
· Review and respond to any contractual issues on schemes as required.
· Effective delegation of work though the commercial team.
· Development and Supervise work of the commercial team as required.

· Management of direct reports
· Conduct regular 1-2-1 meetings with the team and carry out appraisals in line with parent company requirements.
· Identify and advise Project Management team on commercial risk and opportunity and identify as appropriate on scheme risk registers.
· Ensure the cost of schemes are fully captured and check accuracy of cost capture information within costing systems.
· Liaising with Project Managers to ensure correct Labour, Plant and Material records are maintained to ensure the above is achieved.
· Liaise and maintain close and good lines of communication with members of the commercial team and business, to meet requirements and objectives.
· Develop positive commercial relationships with external stakeholders to a scheme.
· Deputise for other MQS during periods of absence.

· Ensure financial targets are met by effective allocation and education throughout the Commercial team including:
· Control of compensation events
· Effective Supply Chain Management
· Inform continual improvement of supply chain performance using effective measurement in safety, time, cost, quality and behavioural indicators.
· Ensure contractors' estimates, including Target Costs / budget setting, are audited to support the effective cost driven management of all projects.
· Engagement with Early Contractor Involvement to aid development of target prices for schemes.
· Provide financial clarity to scheme delivery team
· Active scheme monitoring
· Interaction with cost capture team
· Interaction with the operational teams
· Preparation of target prices for schemes using contract schedule of rates at feasibility and during/on completion of detailed design stage.
· Ensure that tender request information issued to Sub-Contractors for pricing complies with laid down processes.
· Managing the commercial aspects of all subcontract requirements including preparation of enquiry / invitation to tender documentation and contract documents, obtaining quotes, issuing of orders and instructing of subcontractors on schemes.
· Preparation of costs and input into Subcontract Liabilities upload for monthly Highstone Application for Payment, and month end reporting requirements.
· Ensure that estimate information periodically required by the client, confirming predicted value and comparison to scheme expenditure, is sufficient and is submitted in the agreed format.
· Produce relevant information to ensure satisfactory completion of scheme PCCR reports, and Activity Benchmark Sheets for onward submission to HA.
· Maintain comprehensive scheme target price records for audit.
· Contribute commercial advice regarding the strategic planning of a scheme.
· Provide reports and other information to the business as required.
