Proposals Engineer (LV)

Purpose
To perform an estimating and proposals function for our MCCs/Switchboards/Control Panel (LV) offering. To evaluate, prioritise and deliver high quality accurate competitive proposals, liaising closely with the end client and our client's engineering teams.
Location
Based at our client's Warrington office. The job holder will need to spend time within other office locations and client sites as necessary to deliver the function.
Dimensions
Annual Proposals/estimate level: £50M +
Size of projects/proposals: typically up to £5M
Annual orders generated: typically £25M +
Organisation
The Job Holder shall report to the Proposals Manager.
The Job Holder shall liaise closely with the Proposals Manager, proposals team, Operations Manager, Key Account Managers, Project Managers, Project Engineers and clients as necessary to effectively execute the function.
The Job Holder shall also liaise with our client's SBUs as necessary to deliver group opportunity tenders.
Principal Accountabilities
• Effectively participate within the Proposals function for Technology SBU including the regional offices with close liaison with the sales team.
• Review tender/enquiry documentation in order to facilitate effective bid/no-bid' decision making in accordance with our client's QA system.
• Liaise with all relevant parties, both internally and externally, in order to receive timely and accurate information/quotations as necessary for the delivery of high-quality competitive proposals.
• Preparation of accurate and competitive proposal documents utilising the Technology SBU standard templates.
• Ensure that proposals are presented in sufficient time for review/sign off in accordance with the current authorisation levels procedures.
• Ensure that proposals are clear, unambiguous and protect our clients commercial and contractual position.
• Attend project kick-off meetings as necessary to hand-over successful proposals to the assigned project execution team.
• Co-ordinate and attend site meetings as necessary to survey/review the client's requirements. Ensure that all necessary H&S requirements/processes are followed in order not to put yourself or others at risk.
• Notify Technology senior management team of any significant commercial, technical, or contractual risks associated with projects arising from specific proposals. All risks to be recorded in the Project Portal.
• Actively carry out continual improvements to affect quality and efficiency within the proposals team. Use feedback from project execution and close-out meetings to continually develop and review estimating norms.
• Assist with developing the Quoting Portal and costing spreadsheets to clearly capture costs and scope, which also aid input into project execution systems during the project award and kick-off phases (e.g., importing the estimated hours into Boultex).
• Ensure that our client's Project Portal is maintained and updated with follow ups (such as expected order date, competitive position etc).
Special Features
• The job holder must have a good technical understanding of MCCs/Switchboards/Control Panels.
• The job holder must have the ability to assess the quality of user requirements, scope of work, specification and design in order to qualify the basis of proposals, e.g., the bid/no bid' decision process.
• The job holder must have excellent interpersonal skills.
• The volume and nature of the incoming workload is unpredictable and usually has imposed deadlines therefore the job holder must possess excellent organisational skills and the ability to offer client demanding timescales.
• The job holder must have a good up to date working knowledge of all aspects of contractual arrangements and best practice.
• The job holder shall have a willingness to undertake an annual performance 1 to 1 review, to attend and have an active participation in all internal and external training courses as necessary.
Experience
Proven track record of estimating electrical/control panels and MCCs.
Skills and Knowledge
• Technical knowledge of control systems, electrical/control panels and MCCs.
• Ability to relate to clients and understand their needs.
• Ability to effectively meet client timescales.
• Ability to estimate project costs.
• Ability to communicate effectively at all levels within the organisation and with clients.
